While Dagupan is known for its milkfish or bangus, what sets the city apart is it's 1 of only 5 Independent Component Cities (ICC) in the Philippines. This means that Dagupan is independent of the Province of Pangasinan and being so, it explicitly prohibits its residents from voting for provincial officials. Other cities that fall in the same category include Naga in Camarines Sur, Ormoc in Leyte, Santiago in Isabela, and Cotabato City.
